Hunter Bethea, Director of Deferred Compensation, Tennessee Department of Treasury
Hunter Bethea is the Director of Deferred Compensation for the Tennessee Department of Treasury. Hunter oversees the State of Tennessee 401(k), 457(b), Optional Retirement Program, and other State-sponsored deferred compensation plans within RetireReadyTN, the State’s retirement program.
Hunter became Director in 2018 after joining the Tennessee Treasury Department as Assistant Director in 2016. In these roles, he supported a large expansion in the number of plan employers and participants, led State sponsorship of public higher education 403(b) plans, and collaborated with plan service providers and other customer-focused programs of the Tennessee Department of Treasury to enhance participant education initiatives.
Hunter attended the University of Virginia, where he earned his B.A. in Political Science, and Georgetown University, where he earned an MBA. Prior to joining the Tennessee Department of Treasury, Hunter served in multiple legislative support roles in the United States Senate.
Sandy Blair, Chief, Administrator, California Savings Plus
Sandy Blair is the Chief Administrator for the California Savings Plus Program, which offers pretax and Roth options in their 457(b) and 401(k) plans. Under her leadership, the program serves over 250,000 participants and manages assets exceeding $24 billion. Since joining in 2022, Sandy has overseen daily operations and field outreach teams, ensuring effective retirement savings options for California State Employees.
Previously, Sandy served as the Director of Retirement Readiness at CalSTRS, where she led the Client Outreach and Guidance office and administered the CalSTRS Pension2® plan, benefiting over 10,000 participants.
Sandy holds a Bachelor of Science in Business Administration with a focus on Finance from California State University, Sacramento. Her extensive experience in consumer banking, finance, and tax preparation has been instrumental in her success, making her a leader in retirement savings. Notably, she has also served as the President of the National Association of Government Defined Contribution Administrators (NAGDCA) on two occasions, further advancing the retirement industry.
Sarah Boctor, CFA Consultant RVK
Sarah Boctor, CFA, is a Consultant in RVK’s New York office, where she advises institutional retirement plan clients on plan design, investment strategy, and retirement readiness. Since joining RVK in 2015, she has been a leading member of the firm’s Defined Contribution Solutions Team (DCST), driving research on lifetime income solutions, custom target date funds, and plan design. In addition to her client advisory work, Sarah supports RVK’s Investment Research Group (IRG), contributing to market research and investment strategy development. Sarah holds a BA in Economics from Alexandria University and is a CFA charterholder.

Beth Conradson Cleary, Executive Director, City of Milwaukee
Beth Conradson Cleary currently serves as the Executive Director of the City of Milwaukee’s 457(b) Deferred Compensation Retirement Plan. Previously, she served as the Deputy Director of the City of Milwaukee Employees’ Retirement System (ERS). Prior to that, Ms. Conradson Cleary was an Assistant City Attorney and served as general counsel to the ERS.
Ms. Conradson Cleary earned her BA from Creighton University; her MA in Bioethics from the Medical College of WI; and her JD and Graduate Certificate in Dispute Resolution from Marquette University Law School, where she served as Editor-in-Chief of the Marquette Elder’s Advisor Law Journal.

Michael Conrath, CFP, CPRC, is the Chief Retirement Strategist and Head of the Retirement Insights Strategy Team for J.P. Morgan Asset Management. Dan Frieberg, President PFFA, United Goodyear Firefighters, Local 4005
Dan began his career as a professional firefighter in New Mexico in 2001, following four years of military service from 1996 to 2000. In 2007, he joined the Goodyear Fire Department, where he became a committed union advocate. Since 2009, Dan has served as a principal union officer, first as Vice President and now as President of the United Goodyear Firefighters, Local 4005. Dan assumed the role of PFFA President in October 2024 after serving as the organization’s Vice President for 18 months. As President, Dan leads a team of dedicated professionals working to establish, enhance, and protect the pay, benefits, and working conditions of every PFFA member. Through a combination of political action, strategic communications, and member education, Dan and his team focus on strengthening Arizona’s firefighter union.
Under Dan’s leadership, the PFFA emphasizes collaboration, information sharing, and advocacy to ensure that every Local in Arizona is equipped to serve its members successfully.

Sean Fullerton is a senior defined contribution investment strategist within the Global Client Strategy team at Allspring Global Investments. In this role, he develops proprietary research and discusses peer insights and investment ideas with plan sponsors, consultants and advisors. Ben serves as the Deputy Director of Member Services with the Division of Retirement, and is responsible for the operations of the Florida Retirement System Pension Plan and the State University System Optional Retirement Program. He is a highly experienced business professional with two decades of experience in the finance, accounting, and legal fields focused on financial markets, banking, communications, customer service, and employee development. Kevin Jestice, President, Nationwide Retirement Solutions. Kevin Jestice is President of Nationwide Financial Retirement Solutions, where he leads a national team of 1,200 associates serving nearly 3 million participants with almost $250 billion in assets under management (AUM). Michael Kreps, Principal | Retirement Services Chair, Groom Law Group
Michael Kreps is chair of Groom’s Retirement Services group, and he works with a wide variety of clients on complex retirement and health plan issues. His firsthand experience with the legislative and regulatory process gives him a perspective that is often instrumental in helping clients develop and implement effective compliance and advocacy strategies.
Michael advises many of the country’s largest benefit plans and service providers on issues related to plan governance, administration, funding, and restructuring. Michael is an expert on benefit plan recordkeeping and the development of complex financial and insurance products. He also serves as fund counsel to some of the largest benefit plans in the country, including public retirement systems and VEBAs. Michael helps clients address complex pension funding challenges for both single employer and Taft-Hartley (multiemployer) plans, and he has been involved in over a dozen distress terminations before the Pension Benefit Guaranty Corporation (PBGC).
As a zealous advocate, Michael routinely represents clients before regulators and Congress. He has successfully navigated dozens of Department of Labor (DOL) investigations, including a large number of service provider “book of business” audits. Michael also has secured federal legislation on behalf of clients to, among other things, change the pension funding rules for community newspapers, facilitate retirement plan participation by homecare workers, and provide pension funding relief to a national non-profit.
From the 111th through the 114th Congresses, Michael served as the Senior Pensions and Employment Counsel for the U.S. Senate Committee on Health, Education, Labor, and Pensions. He managed all aspects of the Committee’s retirement agenda and had primary staff responsibility for pension legislation, including the pension investment provisions of the Dodd-Frank Wall Street Reform and Consumer Protection Act, the funding stabilization and Pension Benefit Guaranty Corporation reform provisions of the MAP-21 Act of 2012, the Pension Relief Act of 2010, and the CSEC Pension Flexibility Act. He also led the Committee’s oversight of regulatory activities involving employee benefit plans.
Michael serves as external general counsel for the Committee on Investment of Employee Benefit Assets (CIEBA) and is on the Executive Committee of the Defined Contribution Institutional Investment Association (DCIIA). He is a graduate of the George Washington University Law School (JD with honors), the University of Colorado (with distinction), and the Sorensen Institute Political Leaders Program.
David Levine, Principal, Groom Law Group
David Levine advises plan sponsors, advisors, and other service providers on a wide range of employee benefits matters, from retirement and executive compensation to health and welfare plan matters.
David advises on the design and redesign of complex retirement, executive, and health and welfare plans; ongoing, day-to-day counseling of plan sponsors; in-depth compliance reviews of corporate and governmental benefit programs; alternative products and assets, including venture capital, private equity, and cryptocurrency, for IRA, HSAs, and 401(k) plan service providers; products and compliance for retirement and health service providers, and representation of tax-exempt organizations with respect to issues involving corporate governance, executive compensation, and unrelated business income tax liability.

Zhikun Liu, Ph.D., CFP®, Vice President, Head of MissionSquare Research Institute
Zhikun Liu, Ph.D., CFP®, is an experienced financial planning research director specializing in retirement planning, behavioral economics, and wealth management. He currently serves as Vice President and Head of the MissionSquare Research Institute at MissionSquare. Dr. Liu’s prior career includes research director roles at Empower Retirement and Employee Benefit Research Institute, where he made significant contributions to the retirement and financial planning industry. A prolific author, his work has been featured in numerous academic and industry journals. He is also a sought-after speaker, regularly presenting at financial services conferences, and his insights are frequently cited by the media. Zhikun received his Ph.D. in Personal Financial Planning from Texas Tech University. In addition, he holds four master’s and two bachelor’s degrees in six different majors from four universities, including Mathematics, Economics, Finance, Personal Financial Planning, Information Technology, Computer Science, and English. Spencer Look, FSA, Associate Director of Retirement Studies, Morningstar Center for Retirement & Policy Studies
Spencer Look is an associate director at the Morningstar Center for Retirement & Policy Studies. He studies US household retirement-income adequacy, with particular attention to private defined-contribution plans. His work primarily focuses on how saving and investment behavior, retirement plan design, and public policy interventions shape retirement outcomes. His research also examines long-term care needs in retirement and the role of annuities, including in-plan lifetime income solutions. Jennifer Mausolf, Customer Strategies Director, MERS of Michigan
Jennifer serves as the Customer Strategies Director at the Municipal Employees Retirement System (MERS) of Michigan, where she oversees outreach, marketing, and public relations for retirement programs that support over 1,000 municipalities statewide. With over 20 years of dedicated service at MERS, Jennifer has spearheaded numerous impactful initiatives to raise awareness about the importance of financial security in retirement. She is also the architect of MERS’ financial wellness strategy, which positively influences the lives of more than 100,000 public employees across Michigan.

Scott Miller, JD, NAF, Senior Consultant, Administration and Technology Consulting, Segal
Scott is a Senior Consultant in Segal’s Administration and Technology Consulting (ATC) practice. He is responsible for helping the ATC practice provide a wide variety of services to help public sector and multiemployer clients create operational efficiencies, improve member services, reduce administrative costs and increase internal controls.
Scott has over 28 years of experience working with multiple-employer pension and benefits systems and other institutional investors in legal, consulting and executive roles. Before joining Segal, Scott was the Executive Director of the North Dakota Public Employees Retirement System, where he oversaw the delivery of all employee benefits to state employees, including defined benefit and defined contribution retirement plans and health, dental and life insurance benefits. Prior to North Dakota, Scott held positions at the City of Phoenix Employees’ Retirement System, the Chicago Teachers’ Pension Fund and the Montana Public Employee Retirement Administration. He has held positions as in-house and outside counsel, external fiduciary and governance consultant, and director.
Justin Norton, Chief of Operations, Washoe County Regional Medical Examiner’s Office; Vice Chair, Washoe County Deferred Compensation Committee
Justin Norton is a board-certified fellow of the American Board of Medicolegal Death Investigators and oversees forensic operations and investigations for Washoe County’s medical examiner/coroner. He has been an active member of the Washoe County Deferred Compensation Committee since 2019, serving as Vice Chair since 2022. Justin has been a strong advocate for deferred compensation automatic enrollment and automatic escalation for employees, as well as increased employee education. His committee won a NAGDCA Leadership Award in 2025 for participant education and communication.
Justin has over a decade of experience managing a labor union, recently ending his final term as President of the Washoe County Employees Association. Through this, he has gained invaluable experience and expertise in managing relations between governments and their unionized employees. He has served as chief negotiator for several labor contracts, mediated disputes between employees and management, and participated in arbitrations and other legal matters.

Allison Olson, Director of Educational Services, State Board of Administration, Office of Defined Contribution Programs, State of Florida
Allison Olson began working with the State Board of Administration, Office of Defined Contribution Programs in July 2018 as the Director of Policy, Risk Management and Compliance. In this position she was responsible for the member complaint and dispute resolution process, review of current internal policies and procedures, as well as the internal compliance of the units within the Office of Defined Contribution Programs. In July 2024, she was promoted to the position Director of Educational Services, where she oversees the development of the Florida Retirement System (FRS) education program, manages and monitors relationships with education and advice vendors and other vendors’ education services, and conducts public outreach seminars and other public presentations as requested by participating employer groups concerning the FRS Investment Plan.
Prior to her employment with the State Board of Administration, Allison worked for the Florida Department of Management Services, Division of Retirement, for almost 20 years.

Matt Petersen, Executive Director, NAGDCA
Matt Petersen joined NAGDCA as the association’s first full time dedicated staff resource in the summer of 2017. In his role as Executive Director he works directly with the Executive Board and staff to develop strategies to help the organization achieve its mission and vision. Prior to joining NAGDCA Matt spent 13 years on active duty in the US Air Force as a C-17 evaluator pilot and air drop specialist, and served three deployments in support of Operations Iraqi Freedom and Enduring Freedom. Matt is a graduate of the United States Air Force Academy. He also has a Master’s in Social Sciences from the Maxwell School of Public Affairs at Syracuse University, and an MBA from the Kellogg School of Management at Northwestern University.
Joseph Philbin, Sgt-At-Arms, Board Member, Nassau County Detectives Association, Nassau County Deferred Compensation
Joseph Philbin is a detective with the Nassau County Police Department and a First Sergeant in the U.S. Army Reserve with more than two decades of combined public service. Through his leadership roles in both law enforcement and the military, he has developed a strong understanding of the financial challenges facing public sector employees, particularly when it comes to retirement readiness and long-term financial security. As both a participant and advocate for public employee benefits, he brings a practitioner’s perspective to the discussion of deferred compensation and retirement planning.
Joseph serves as a board member of the Nassau County Police Department Detectives Association Inc. (DAI), where he helps represent the interests of detectives and their families on matters affecting compensation, benefits, and long-term financial security. He also serves as a board member of the Nassau County Deferred Compensation Plan, a program with more than $2 billion in assets. In that role, he participated in the Request for Proposal (RFP) process for plan administration and investment services, gaining firsthand insight into plan design, vendor evaluation, and strategies to improve participant outcomes.
Currently pursuing the Certified Financial Planner® (CFP®) designation, Joseph focuses his research on reducing plan leakage and strengthening retirement readiness for public employees. His work emphasizes practical strategies to help participants preserve retirement assets, avoid premature withdrawals, and maximize the long-term benefits of governmental deferred compensation plans.
Jim Potvin, Executive Director, Employees’ Retirement System of Georgia
Jim Potvin became the Executive Director for the Employees’ Retirement System of Georgia in 2012. He previously served as the agency’s Deputy Director. Under Jim’s leadership, ERSGA administers five defined benefit plans, two life insurance plans, and three defined contribution plans. These plans combined cover more than 115,000 active members and 77,000 retirees and pay out more than $1.5 billion per year in benefits.
Jim is a Past President of the National Association of State Retirement Administrators (NASRA). He earned a BA in Mathematical Economics and Managerial Studies from Rice University and an MS from Georgia State University.

In her role, she is responsible for leading the firm’s defined contribution thought leadership, which encompasses trends, best practices and regulatory and legislative developments.
Joel Schneider, Deputy Head of Portfolio Management, Dimensional Fund Advisors
Joel Schneider is Deputy Head of Portfolio Management, North America, a member of the Investment Committee, and a member of the Investment Stewardship Committee at Dimensional. Together with Mary Phillips and Allen Pu, Joel oversees the Portfolio Management team in North America responsible for delivering Dimensional’s US and non-US equity strategies. Joel is involved in the design and implementation of new products and strategies, and frequently speaks with both prospects and clients on topics ranging from Dimensional’s investment philosophy and process to custom solutions that the firm can provide to help clients achieve their goals. Before joining Dimensional in 2011, Joel worked as a management consultant at ZS Associates in Chicago, where he developed statistical models to optimally allocate resources and measure the return on investment. Joel also worked in engineering and business development at Lockheed Martin, designing and developing communication systems for the US Navy and Air Force as part of their leadership development program. Joel has an MBA from the University of Chicago Booth School of Business, an MS in industrial and systems engineering from the University of Minnesota, and a BS in computer engineering from Iowa State University.

Jessica Sclafani is a global retirement strategist for the Global Retirement Strategy team. The team leads an enterprise retirement strategy, advises on new product development, and helps amplify the firm’s voice in retirement policy and thought leadership domains. Jessica is responsible for authoring original thought leadership that is designed to support the retirement objectives of retirement plan sponsors, consultants, and intermediaries in the U.S. and around the world. She is a vice president of T. Rowe Price Group, Inc., and T. Rowe Price Associates, Inc.
Michael Scott, Investment Officer Virginia Retirement System
Michael Scott is an Investment Officer with the Virginia Retirement System, where he helps oversee approximately $12 billion in public sector defined contribution (DC) retirement plan assets. With more than 13 years of experience in retirement plan oversight, his work focuses on investment menu design, manager due diligence, target-date funds, alternative investments, and retirement income solutions. Prior to moving into investments, Michael served in audit roles with the Virginia Retirement System, the Virginia Auditor of Public Accounts, and the City of Richmond. He is a CPA and CFA charterholder.

Kerry Sette is VP and Head of Consumer Insights, Research and Voya Cares at Voya Financial and a member of the company’s ELT. She holds a BA in Psychology from University at Albany and an MA in Industrial Organizational Psychology, graduating with High Distinction from Hofstra University.
Richard Snyder, EVP Public Sector Markets, HUB International
Richard Snyder is the Executive Vice President – Public Sector Retirement at HUB Investment Partners, bringing over 25 years of institutional retirement experience. He specializes in fiduciary oversight, plan governance, and improving participant outcomes for public sector plans. Richard partners with employers and trustees to strengthen investment strategies, compliance, and overall plan health while mitigating risk. Throughout his career, Richard has delivered solutions for 457(b), 401(a), 403(b), defined benefit, and retiree health plans. Richard holds a B.S. from the University of Central Florida and maintains CPFA® and CPM® designations. As a strategic partner, he provides fiduciary training and hands-on guidance to ensure retirement programs meet regulatory standards and deliver long-term results.

Steve Ulian, Managing Director and Head of Defined Contribution, Apollo Global
Stephen Ulian, Managing Director – Defined Contribution & Retirement, is responsible for developing and executing Apollo’s Defined Contribution and Retirement strategy in collaboration with partners across our platform. Steve brings 30 years of retirement services expertise to Apollo and Athene after having served in executive management roles at Bank of America Merrill Lynch, Fidelity Investments, and Deutsche Bank Scudder Investments.
Prior to joining the firm in 2023, he served as a Managing Director at Bank of America Merrill Lynch, responsible for delivering integrated financial benefits and investment solutions to companies and organizations of all sizes. Prior to Bank of America Merrill Lynch, he served as Executive Vice President for Fidelity Investment’s Workplace Investing Group where his management responsibilities included sales, client relationship management, product management, strategy, and the delivery of integrated services. Sue Walton is a senior retirement strategist at Capital Group, home of American Funds. She has 26 years of industry experience and has been with Capital Group for eight years. Prior to joining Capital, Sue was a director at Towers Watson Investment Services. Before that, she was an investment consultant at Mercer Investment Consulting and Ellwood Associates.
She holds an MBA from DePaul University with a concentration in finance and a bachelor’s degree in business administration, economics and international business from Marquette University. Sue is based in Chicago.
