Executive Board members ascending to new positions are Beth Conradson Cleary, Jim Potvin, Julian Regan; new members are Malia Bonham, Paul Nacario

Lexington, KY, November 13, 2025—The National Association of Government Defined Contribution Administrators (NAGDCA) today announced the elevation of Ronda Butler Bell to NAGDCA Executive Board President from Vice President, and additional changes to the 2025-2026 Executive Board. NAGDCA is the premier professional association for plan administrators and services providers of government-sponsored defined contribution retirement plans.

Ronda Butler Bell, Executive Director & Board Secretary – Maryland Teachers & State Employees Supplemental Retirement Plans, replaces Mo Raihan, Chief Retirement Officer, NYC Health + Hospitals Chief Retirement Officer.

“We’re delighted to now have Ronda helming the NAGDCA Executive Board,” said Matt Petersen, NAGDCA Executive Director. “We look forward to continuing to work with her in her new position as she continues to share her extensive experience, expertise, and insights in furtherance of NAGDCA’s efforts to support public sector DC plan sponsors.”

The following individuals were elevated from their prior Executive Board positions:

  • Beth Conradson Cleary, to Vice President from Secretary/Treasurer
    Executive Director, City of Milwaukee’s 457(b) Deferred Compensation Retirement Plan.
  • Jim Potvin, to Secretary/Treasurer from Member-at-Large
    Executive Director – Employees’ Retirement System of Georgia
  • Julian Regan, from Industry Observer to Industry President
    Public Sector Market Leader and a Senior Vice President – Segal Marco Advisors, Boston

New members to the Executive Board are:

  • Malia Bonham, Member-at-Large (replacing Hunter Bethea)
    Defined Contribution Plan Manager – Washington State Department of Retirement Systems
  • Paul Nacario, Industry Observer (replacing Julian Regan)
    Managing Director – Creative Planning
  • Hunter Bethea, Director – Deferred Compensation for the Tennessee Department of Treasury, remains for his second term as Member-at-Large.
