As state and local government leaders continue to fight the health and economic impact of the COVID-19 pandemic on their communities, the heavy toll that these twin crises have taken on the public sector workforce has been relentless. Before the onset of the pandemic, public sector employers were already dealing with a variety of workforce management issues, facing challenges with recruitment and retention of talented public servants. The pandemic and the accompanying economic crisis have only exacerbated these challenges.
