2008-2009 Executive Board Nominations/Elections

Are you a government member interested in serving on the NAGDCA Executive Board as Secretary/Treasurer or Member-at-Large? If so, complete the attached Statement of Intent Form and submit it to NAGDCA Headquarters. NOTE: The form is also located on the NAGDCA Web site at www.nagdca.org and the deadline for submissions is Friday, June 6, 2008.

Nomination and election procedures for both of the available positions are summarized in this document. On behalf of the Association and its current leadership, I encourage you to consider seeking nomination and helping to continue NAGDCA's growth and viability in our ever-changing industry. Eligibility Requirements and Election Process

For Secretary/Treasurer (automatically ascends to President/Past President positions)
Requirements - at least five years as a member in good standing of the Association and have served on at least two NAGDCA standing committees or task forces, or was previously elected to the board as a Member-at-Large. (Constitution, Article V.8.d-1)

Process - The Nominations Committee [chaired by Ralph Marsh, City of Houston] shall interview potential candidates for the Secretary/ Treasurer position [at the annual conference] and recommend one nominee to the membership at the Government Member Annual Business Meeting. In accordance with Article V, Section 9c, nominations may also be allowed from the floor. (Constitution, Article V.8.g.1)


For Member at Large (two-year term)
Requirements - at least three years as a member in good standing of the Association and have served on at least one NAGDCA standing committee or task force. (Constitution, Article V.8.d-2)

Process - Interested candidates shall submit a letter of interest with qualifications to serve to NAGDCA Headquarters not less than three (3) months prior to the annual conference and business meeting. Those meeting the stated qualifications shall be presented in writing to the members for consideration in advance of the annual conference and Government Member Annual Business Meeting. All NAGDCA Government Member entities shall be eligible to vote, with a vote conducted one month prior to the Government Member Annual Business Meeting. The member receiving the majority of votes shall be elected into the available Member-at-Large position. Candidates shall be informed of the outcome of the election prior to the beginning of the annual conference. In the event of a tie vote, a run-off election of the candidates who tied will be conducted during the Annual Business Meeting of government members. (Constitution, Article V.8.g-2)



Election and Voting Procedures for NAGDCA Secretary/Treasurer Position

  1. By June 6, 2008, a completed Statement of Intent Form (see next page) must be submitted:

  2. In July, information about candidates approved for consideration for the Secretary/Treasurer position will be distributed to 2008 Nominations Committee members for review. Notice of approval for consideration will be conveyed from NAGDCA Headquarters in early August.
  3. In-person interviews of approved candidates will be conducted by the 2008 Nominations Committee at the 2008 annual conference as needed. The Nominations Committee will select a candidate for presentation to the government members for vote during the Government Member Annual Business Meeting.



Election and Voting Procedures for NAGDCA Member-at-Large Position

Operational Process/Procedures
  1. By June 6, 2008, a Statement of Intent Form (see next page) must be submitted:

  2. In July, information about candidates approved for consideration for the Member-at-Large position (head shot, bio/credentials, and written responses to questions featured on the Statement of Intent Form) will be distributed to members via listserv/website posting.
  3. Use of the NAGDCA listserv for campaign communications is prohibited.
Voting
  1. Votes will be accepted from official government primary representatives/ chairpersons only
    1. in the event of receipt of multiple votes from a single entity, the first vote received will be the vote counted
    2. in the event that another representative submits a single vote, staff will verify the vote for authenticity with the primary representative/ chairperson
  2. Votes will be accepted via e-mail only - an official e-mail from the primary representative to a designated staff person or an official e-mail submitted through an online voting template (to be available in July, with a deadline of August 15
  3. The unit rule applies. Each Government Member entity shall have a single vote on any Association matter in conference or polling, except as provided in Article V, Section 11.
  4. In the event of an electronic tie vote, a run-off election of the candidates who tied will be conducted during the Annual Business Meeting of government members.
  5. Please note that under KY law, electronic votes must be cast by proxy. Therefore, members will make their election for the member-at-large position and staff at NAGDCA Headquarters will cast the votes.

E. Association volunteer leadership can be a time-consuming activity. Election to the Executive Board results in frequent interaction with members, committees and staff, sometimes multiple interactions per month. How would you approach and manage such volunteer leadership requirements?

What are your goals for the association and how can your involvement as an executive board member contribute to execution of the Association's strategic plan?
