Mindy Harris, Multnomah County
President

Ms. Harris is the Plan Administrator for Multnomah County's 457 Deferred Compensation Plan. In this capacity, she is responsible for plan document interpretation, marketing and participant education, investment provider contracts and relations, and compliance with state and federal regulations. Multnomah County employs approximately 5,000 individuals, and the deferred compensation plan has approximately 3,300 participants and $165 million in assets. Ms. Harris has been the administrator of Multnomah County's plan since 1994, and under her leadership, the Plan has received six awards from the National Association of Government Defined Contribution Administrators (NAGDCA) for leadership recognition.

In addition to her responsibilities for the deferred compensation plan, Ms. Harris is the Chief Financial Officer for Multnomah County, the most populous county in the state of Oregon, with assets of $1.3 billion. Her areas of responsibility include the County's Finance, Risk Management, Procurement, Benefits, and Enterprise System programs.

Ms. Harris graduated from Portland State University with a Bachelor of Science degree in Business Administration, concentrating in management and accounting. She is designated as a Certified Retirement Administrator and Certified Retirement Counselor designations through the International Foundation for Retirement Education (InFRE) in 2000. She has been active in NAGDCA, serving on numerous committees and currently as President of the Association.



Alex Turner, Arizona Department of Administration
Vice President

Graham Alex Turner serves the NAGDCA Executive Board as a Member at Large. He is also the Assistant Director of the Arizona Department of Administration. The activities of the Department of Administration include the State's finance, general accounting and procurement operations; the State's non-highway construction program; the operation of State buildings and leased offices; the administration of the State's Human Resources Division; and the operation of the State's Risk Management program.

During the 1998 legislative sessions, Turner served as the Chief Rules Attorney of the Arizona House of Representatives. The rules attorneys serve as the non-partisan attorneys for the House, and review all proposed legislation to determine whether it is constitutional and in proper form, advise the House on issues of legislative procedure, and provide advice to the House Ethics Committee.

Turner previously was Chief of the Procurement & Contract Law Unit in the Administrative Law Section of the Arizona Attorney General's Office. The attorneys in the Unit provided advice to the State on procurement, contract, grant, revenue bond and intergovernmental agreement matters. In addition, the Unit provided day-to-day legal services to the Finance and General Services Divisions of the Department of Administration, the Departments of Commerce, Tourism, Lottery, and Coliseum, as well as the State Retirement System, Deferred Compensation and Private Enterprise Review Boards. Turner also served for five years as an Assistant Attorney General in the Transportation Section, representing the Department of Transportation and Department of Public Safety in contract and procurement matters, and construction litigation. Prior to joining the Attorney General's Office, Turner spent five years representing the Federal Government in contract matters, as well as construction, eminent domain and flood-control project litigation.

Turner has been actively involved in the activities of NAGDCA and the Arizona Deferred Compensation Board over the last fifteen years. From 1989 to 1997, Turner served as the Board's legal counsel, and currently is the Department of Administration's Board designee. Prior to serving as a Member at Large on the NAGDCA Executive Board, he served on the NAGDCA Legislative Committee and Membership Committee.


Ed Lilly, State of New York
Secretary/Treasurer

Edward Lilly is the Executive Director of the New York State Deferred Compensation Plan. This position requires Ed to provide policy and program advice to the Plan's Board Members, to be actively involved in all aspects of Plan operations and administration, review and analyze all requests for proposals for Plan services, and to maintain current knowledge of all federal laws and rules pertaining o the Plan.

Ed was employed by the New York State Assembly prior his employment with the Deferred Compensation Plan as the Senior Legislative Analyst to the Governmental Employees Committee for nine years. The Governmental Employees Committee reviews all pension and civil service related legislation introduced in the Assembly. Ed was responsible to research and analyze the issues and legislation referred to the Committee, make policy recommendations to the Committee chairperson and members, and coordinate all Committee activities.

Ed currently serves on the NAGDCA Executive Board. Ed also has served on the 2002 NAGDCAST Committee and the 2003 NAGDCA Conference Committee. He was the chair of the 2004 NAGDCAST Committee and the 2005 NAGDCA Membership Committee.

Beth Kushner, New York City
Member-at-Large

Beth Kushner is the Deputy Director of Administration for the New York City Deferred Compensation Plan. The City's plan includes both a 457 Plan and 401(k) Plan (pre-tax and Roth). Beth began her career with the Deferred Compensation Plan in 1988. She has been involved in all aspects of the Plan from the beginning.

As Deputy Director of Administration, she works closely with her Systems team in the technology and communications areas. She is responsible for the Plan's website, employee communications and marketing. She works very closely with the Plan's Client Service, Outreach, Operations and Systems staff as well as with the Plan's record keeper and master custodian. The Plan has over 125,000 participants and $7 billion in assets.

Beth has been actively involved in NAGDCA for over 11 years. She has presented at past conferences, served on several committees and is currently on the Executive Board.

In 1999, Beth was a recipient of The Hundred Year Association of New York Public Service Award for Career Civil Service Employees. She has a B.B.A. in marketing with a specialization in advertising from Baruch College, City University of New York.

  Gay Lynn Bath, Oregon

  Member-At-Large

  Gay Lynn Bath is the Deferred Compensation Manager for the Oregon Savings Growth Plan in Salem,    Oregon. In that capacity, she administers a $1 billion 457 plan for the benefit of state and local     government employees in Oregon. Prior to moving to Oregon in 2004, she was the 401(k) Plan  Administrator for the Public Retirement System of Idaho (PERSI) for three years. Before working in the public realm, Gay Lynn was a 401(k) Plan Administrator for two years at a technology manufacturing company in Nampa, Idaho.


Gay Lynn has served on several NAGDCA committees, including conference planning, survey, and publications. At the 2006 conference, she moderated a panel on Auto Contribution Arrangements. She currently serves on the advisory board of the IBF Pension & Investments 401(k) Conferences where she has also participated as a panelist at several sessions. She also served on the board of the National Institute of Pension Administrators (NIPA) in Boise, Idaho.
She has an MBA from Northwest Nazarene University in Nampa, Idaho.

 

Ralph Marsh, City of Houston
Past President

Ralph D. Marsh was appointed in 1992 to the City of Houston's Deferred Compensation Advisory Committee, which oversees the City's Section 457 plan for its employees. Mr. Marsh currently serves as Chairman of the committee.

Mr. Marsh is a 25 year veteran of the police department, assigned to the Criminal Intelligence Division. In addition to his deferred compensation and police responsibilities, for the past 10 years he has served as a Trustee of the 7,000 member Houston Police Officers Pension System.

Mr. Marsh also serves on the Board of Governors of the International Foundation for Retirement Education (InFRE).

Mr. Marsh holds designations as a Certified Retirement Administrator (CRA) and a Certified Retirement Counselor (CRC). Mr. Marsh holds a Baccalaureate Degree in Criminal Justice from Stephen F. Austin State University.

Tim Rouse, Fidelity Investments
Industry President

Mr. Rouse earned his B.S. in Accounting and Finance from Villanova University, is a Certified Public Accountant, and NASD registered Series 7, 24 and 63.

 

Tim joined Fidelity in December of 1996 and in his current role he is Vice President of Market Management for Fidelity Investments Tax Exempt Market where he is responsible for overseeing Fidelity’s Public Sector, Health Care and Taft-Hartley markets.  

 

Prior to joining Fidelity in 1996, Mr. Rouse worked for ICMA Retirement Corporation for five years.  Mr. Rouse has over 24 years experience in the financial services industry, including 21 years working directly with defined contribution retirement plans for The Vanguard Group and Penn Mutual Life Insurance Company.  His work experience includes administration of 401(k), 403(b) and 457 deferred compensation plans.

 

Tim has been an active member of NAGDCA since 2000. He helped establish the first Industry Roundtable in 2005 and Chaired the Investment Advice Task Force (2006) and sat on the Annual Conference Committee (2007). Tim addressed the entire NAGDCA conference in 2002 and spoke on disaster recovery.  In 2006 Tim presented on auto enrollment. Tim was elected to the NAGDCA Industry Committee in 2003, and will be the NAGDCA Industry President in 2008.


Brian McCleave, Prudential
Industry Observer

Brian McCleave is a graduate of Cleveland State University in Cleveland, OH.  Brian has served in the governmental defined contribution arena for over 11 years.  He has held positions of increased responsibility in administration, underwriting, client retention, marketing, and sales.

In his current role, Brian serves as Senior Vice President, Tax-Exempt Sales at Prudential Retirement.  He manages a team of sales professionals located throughout the country focused on governmental, non-profit, and Taft-Hartley market opportunities.

Brian has been an active member of NAGDCA for several years.  He has been on the NAGDCAST Task Force (2002), Market Research Task Force (2003), Leadership Development Task Force (2004), Publications Committee (2005), Annual Conference Committee (2006), and Retirement Income Task Force (2007).  Brian spoke on 401(a) match plans at the 2000 NAGDCA Annual Conference, revenue sharing at the 2005 NAGDCA Annual Conference, the learning environment at the 2006 NAGDCA Annual Conference, and will be discussing current trends in RFP’s at the 2007 NAGDCA Annual Conference.  Brian was elected to the NAGDCA Industry Committee in 2002, and currently serves as the NAGDCA Industry President.

Brian has the Series 6, 26, and 63 licenses, and is a Certified Retirement Counselor.
