Pre-Conference Workshop - What You Need to Know About Managing Your Retirement Income:
Making Retirement Income Decisions in the New
Retirement Environment
With the great number of individuals approaching retirement, the
next opportunity in employee financial education is developing a practical approach to help people manage their money
throughout a longer period of retirement. The California State
Teachers' Retirement System (CalSTRS), in conjunction with the
International Foundation for Retirement Education (InFRE), has
successfully developed a fast-paced, clear and comprehensive
program that takes the audience through the necessary steps to
create a secure retirement income stream. Complete with
worksheets, samples, and audience involvement, "Retirement
Income Management" is a combination of concept and action
steps to provide real-life solutions to retirees' biggest fears: not
having enough money throughout retirement and having to
significantly reduce one's standard of living during retirement.
Join Dr. Phillip Sherwood, Director of Client Outreach and
Guidance (CalSTRS), as he demonstrates the workshop and
discusses with you how you can develop a program for your own
organization. He will present the "consumer version" of this
program now being presented to 775,000 CalSTRS members.
Featured Speaker: Philip Sherwood, CalSTRS

Concurrent Sessions
Topic #1: Auto Enrollment
Chouteau A-B, 2nd Floor
With legislation pending and plans looking at it as way to
increase participation, auto enrollment has gotten a lot of
attention lately. This session will look at a number of issues
surrounding this topic including: What are the factors that public
entities should consider for adoption of automatic enrollment?
What steps do public entities have to take in order to implement
automatic enrollment? How do third party administrators work
with public entities to implement automatic enrollment? Where
do public entities stand on adoption of automatic enrollment?
Moderator: Gay Lynn Bath, Oregon Savings Growth Plan,
Panelists: Scott Baker, ING Financial Advisers LLC; John
Kalamarides, Prudential Financial; and Tim Rouse, Fidelity
Investments
Topic #2: The Evolution of Investment Vehicle
Types– Emerging Investment Choices
Empire A-C, 2nd Floor
Plan providers are beginning to offer more and more options for
their constituents, ranging from mutual funds to commingled
funds and separately managed accounts. This session is
designed to outline the evolution of these investment vehicles, as
well as to provide an in-depth review of the emerging investment
choices that are becoming available to plan participants.
Moderator: Marc Pester, Prudential Financial
Panelists: Curt Marrow, Nationwide Retirement Solutions;
Frank Picarelli, The Segal Company; and Joe Zisa, New
Jersey Division of Pensions & Benefits
Topic #3: Meeting the Retiree Healthcare
Challenge
Chicago, 3rd Floor
As healthcare/retiree medical expenses continue to rise on an
annual basis, it is imperative that individuals consider how they
will compensate for these costs in their retirement savings. In
December 2003, President Bush signed into law a bill creating
Health Savings Accounts as a solution to these rising
medical/retiree medical expenses. These accounts, while
seeming to offer an effective solution to health care costs, may
have a major effect on the defined contribution industry. This
session will provide a historical perspective on health savings
and a look into how health savings accounts may evolve over
time; and a review of funding considerations for plan sponsors
and administrators and administrative considerations.
Moderator: Sherry Mose, City of Houston, NAGDCA Past
President
Panelists: Mary Beth Braitman, Ice Miller; Jim Crockett,
Denver Water; and Kathleen Harm, ICMA-RC
Topic #4: Appropriate Use of Revenue Sharing
San Francisco, 3rd Floor
Today, it's imperative that executives charged with fiduciary
oversight of an organization's retirement or savings plan
understand the distribution systems that investment
management organizations use. With the ongoing issue of
fiduciary responsibility, concerns around the use of revenue
sharing have been a hot topic among plan sponsors and plan
administrators. This session will look at revenue sharing, which allows the payment of some portion of internal fees associated
with an investment product to a group providing services to the
plan sponsor and evaluate when it is appropriate.
Moderator: Maria Fuchs, County of San Diego
Panelists: Wendy Young Carter, CitiStreet LLC; David
Edwards, Dodge & Cox; and Mike Falcone, Consultant

Concurrent Sessions
Topic #5: Current Trends in RFPs
Pershing Exhibit Hall, Lobby Level
RFPs are a major tool in weighing the competitiveness of plan
providers, consulting firms and third party administrators. This
session will identify industry standards in preparing and
requesting RFPs, and offer insight on the process of evaluating
them once they are ready for review.
Moderator: Keith Overly, Ohio Public Employees Deferred
Compensation Retirement System
Panelists: Jayson Davidson, Arnerich Massena &
Associates, Inc.; Andrew Ness, Mercer Consulting; and
Thomas Woodruff, State of Connecticut
Topic #6: Fiduciary Responsibility and Legal
Issues
San Francisco, 3rd Floor
This session will focus on issues of fiduciary responsibility for
public plans in general, but also with specific emphasis upon
some of the newer trends in the industry. Some of the questions
to be discussed will include the potential impact upon fiduciaries
in the following areas: Automatic enrollment, Investment advice,
and Managed accounts. The panelists will look at these issues
from both a common law/state statutory perspective, but also
include what, if any federal regulatory “safe harbors” might exist
or be proposed. The discussion will also be designed to include
general requirements and considerations of fiduciary
responsibility as it relates to public sector plans.
Moderator: Jeff Heinzmann, State of Indiana
Panelists: Janet Anderson, TIAA-CREF; John Barry, State
of Maryland, NAGDCA Past President; and Mary Willett,
Willett Consulting, NAGDCA Past President
Topic #7: Are Defined Contribution Plans Now Becoming the Primary Retirement Vehicle?
Empire A-C, 2nd Floor
As legislation and pension bills continue to be introduced
concerning the issue of plan simplification, the future of Defined
Benefit (DB) plans is becoming more and more uncertain. For
many years, Defined Contribution (DC) plans have been seen
only as supplemental plans to DB plans, but the recent surge of
participation in DC plans have made many individuals evaluate
the heightened interest in these plans. This session will explore
the evolution of Defined Contribution plans, and offer insight to
the popularity of these plans today.
Moderator: Kurt Weber, State of New Mexico Public
Employee Retirement System
Panelists: William Heydt, Nationwide Retirement Solutions; Jamie Ohl, Hartford Life Insurance Company;
and
Kandi Hicks Winters, State of Florida
Topic #8: Managed Accounts and Advice
Chouteau A-B, 2nd Floor
To help address the concern of Defined Contribution plan
sponsors that their plan participants are not adequately saving
and investing for retirement, more plans are having a third party
administrator take over the management of their employees’
retirement accounts. Although these types of retirement plans
“managed accounts” have only explicitly been permitted since
December 2001, they have experienced tremendous growth over
the last few years. This session will explore questions, such as:
Will proposed legislation allow investment firms to directly offer
“advice” without the use of a third party independent financial
expert even if the firms' mutual funds are among employees'
investment choices? If this option were to become law, will
financial services organizations seriously consider providing
managed account services directly to their plan participants?
Would the public sector follow the increasing private sector trend
of offering managed accounts as the plan specified “default”
investment option?

Regina Hilbert, Suffolk County, NY; Ray Martin,
CitiStreet LLC; and Charles Osborne, Iron Capital Advisors
