NAGDCA Historical Facts
1978 – Section 457 Added to the Internal Revenue Code
1980 – National Association of State Deferred Compensation Administrators (NASDCA) Formed / First Conference Held in Chicago – 150 attendees
1986 – Name Changed to National Association of Government Deferred Compensation Administrators (NAGDCA) – to recognize involvement by local governments
1989 – Right to Vote Extended to Local Governments
1995 – Contracted with Susan J. White & Associates for legislative services
1996 – Small Business Job Protection Act of 1996 was enacted. This was the first major legislative change to governmental 457 plans and provisions lobbied by NAGDCA were included, including revising the status of plan assets from employer assets to those hold in trust for its participants.
1997 – Contracted with AMR Management Services for management services
1997 – Original Agreement Signed with International Foundation for Retirement Education (InFRE) to create an education certification program for its members
1998 – NAGDCA Legislative Chair Testifies Before the Subcommittee on Oversight
of the House Committee on Ways and Means on Various Pension Issues
1999 – NAGDCA Past President Testifies before the Senate Finance Committee and the Oversight Subcommittee of the House Ways and Means Committee
1999 – NAGDCA governing board initiated strategic planning for the association to determine both short and long term goals
2000 – Name Changed to National Association of Government Defined Contribution Administrators (NAGDCA) to recognize the association includes government and industry members with responsibilities for 403(b) and other defined contribution plans, in addition to 457 governmental plans
2000 – Retiree membership was initiated to permit long-standing members to continue their participation with the organization in retirement.
2001 – Economic Growth and Tax Relief Reconciliation Act of 2001 was passed, with provisions lobbied by NAGDCA included. NAGDCA Board members were in attendance at the White House for the bill signing.
2001 – Annual conference, held in Savannah Georgia, falls on September 11, 2001. Although difficult, the conference goes on and the (need name of entertainment that year – it was a military singing group) entertained to a standing ovation from members. Other guests and hotel personnel also attended the evening's performance. NAGDCA provided additional support for members, beyond the conference end date, as they struggled to make arrangements to return home.
2006 – NAGDCA Works with Congress to Get First National Save for Retirement Week Resolution Passed
2006 – NAGDCA Successfully Lobbies Congress to Pass Pension Protection Act of 2006 Making EGTRRA Permanent
2006 – ANC Foundation Established
2006 – First Industry Roundtable Meeting Held in Washington, DC
2006 – Code of Ethics Adopted by Membership
2007 – Record Conference Attendance of 811 in Palm Springs, CA
2007 – NAGDCA President Testifies Before House Ways and Means Committee on Fee Disclosure and Transparency
2008 – NAGDCA President Speaks at Democratic National Convention and NAGDCA Vice-President Speaks at Republican National Convention on Adult/Workplace Financial Literacy Panel
2008 –Past Presidents Council Established
2008 – NAGDCA Makes Its Debut on YouTube
2009 – Record Student Attendance at NAGDCA Conference
2009 – Silent Auction Added to NAGDCA Conference to Benefit ANC Foundation
2010 – NAGDCA Celebrates 30th Anniversary
